specifications using a capacity to burn off 100kgs/Hr.
▪      The incineration shall be conducted on a three-phase power supply
(mains).
▪      For the specialized evaluation, not only the treatment plant but
the whole system will be considered. It will be the responsibility
of the Bidder to provide a complete system, including most of additionally necessary secondary systems and extra equipment.
▪      The machine offered shall be made to operate normally under
the conditions of the purchaser’s country. The conditions include
Power Supply, Climate, Temperature, Humidity, etc.
▪      The Bidder must provide a guarantee for a year.
▪      All text, parameter etc. on all control operating ports and on data displays and on print-outs shall be in
English language.
▪      The Bidder is responsible for all permits and approvals for
importation. The Bidder shall provide all the necessary
documentation in order to facilitate the legal requirements for the
installation and putting into use of their equipment. ▪      Agents of the Contracting Authority and the
Beneficiary, together with the Bidder’s representative, shall
carry out the controls, testing and first acceptance for provisional
and final approval. The final and provisional acceptance shall
take place in the final destination.
▪     After-Sales Service: The Bidder is required to make sure that a
maintenance, service and repair center, which is approved by
the Manufacturer, and that can rapidly supply genuine
spare parts and consumables recommended by the Manufacturer
is accessible during the one year guarantee period. In
spite of the condition with their offer, bidders must
submit a statement signed by the manufacturer or representative
of this manufacturer:
ͦ Providing the name and address of its approved care, service and repair center,
ͦ Confirming that this licensed maintenance, service and
repair centre can rapidly provide genuine spare parts as well as the consumables recommended by the producer; and
▪      The Bidder will be responsible to deliver and set up all
equipment provided to the hospitals in the
Republic of Kenya. The Bidder shall deliver a time program within the complete construction and assembling period. The delivery
and installation time must be agreed between bidders, target
Hospital along with the Contracting Authority. The treatment plant should arrive pre-assembled. The Bidder shall make sure that all parts of
the plant transported by sea shall not be sent as”deck
freight”.
▪      It is expected that the Bidder cooperates closely with the
contractor to the waste management building/ housing and will
make accessible all needed technical information, drawing, etc. into the contractor.
▪      The Bidder shall provide and install the incineration using the
following attached specifications

For the Supply, installation & commissioning of a Medical Waste Incinerator as detailed below:
i.    Waste type    Health care waste

2    Equipment
2.1    Main Combustion Chamber
▪       The main combustion chamber is the main structure of the
incineration, made from mild steel plate and stiffened with
stainless steel sections. It is carried in the ground level on a
substantial steel support frame. Internally the shell is lined with
calcium silicate insulating material and a hot face mixture of superb duty brickwork or higher strength castable.
▪       The main combustion chamber must ensure minimum exit
temperature is less than 850°C.
One Manual Load Incinerator consisting of:
▪       Manual Loading doorway (heavy duty steel door using appropriate
refractory lining)
▪       Horizontal solid hearth, refractory lined main combustion
chamber. Approximate dimensions 800 mm diameters x 2100mm
long
▪       Complete sized majority load/ash removal doorway ▪       1 off diesel-fired ignition burner — temperature controlled
▪       1 off combustion air distribution fan and supply system, automatic
controller ▪       High capacity secondary combustion chamber using home time
less than two seconds @ >1100°C
▪       1 off diesel-fired afterburner — temperature controlled
▪       Control panel — automatic operation
▪      Temperature signal main and secondary chambers 0-
1200°C. Both chambers must be insulated with refractory
material (super responsibility 100mm thick firebrick using 25mm thick
calcium silicate insulation)
Note: The secondary combustion chamber must ensure that the gas temperature as measured against the inside wall in the secondary room & not in the fire zone, is less than 1100°C.
2.2     Throughput
100kg/hour in a nominal calorific value of 4,000 kcal/kg along with an average bulk density of I20kg/ M3 for overall waste and l60kg/ M3 for healthcare waste.
▪      Refractory lined flanged chimney must be above the height of
any existing roof adjacent to the incineration
▪      Provide lifting equipment to hoist, vertical and bracket chimney, and
supply affirms slings as necessary. Allow for cutting of tree
branches to facilitate the exercise.
▪      The chimney shall be painted with accepted heat resistant
paint after installation.
2.10     Ignition Burners
Completely packed oil kind, complete with electric ignition and flame failure controls, wired with constant running fan and finish with valves, fan and motor.
·         Maximum evaluation:            at 450kW/hour
·         Burner:                            arranged for on/off operation
·         Maximum ingestion: at least 6 litres/hour
·         Average consumption:    at least 3 litres/hour
2.11    Afterburner
Totally packed oil kind, complete with electric ignition and flame failure controls wired using constant functioning fan and finish with valves, fan and motor.
Maximum evaluation:    at 450kW/hour
Burner:    arranged for on/off operation
Maximum ingestion:    at 9 litres/hour
Average consumption:    at 4.5 litres/hour
2.12    Flue gas treatment
▪      Should have particulate remover (scrubbers). A mechanical
particulate collector must be incorporated after secondary
combustion chamber for removal of particulate pollutants
entrained in the flue gas stream.
2.13    Diesel Tank
▪      To supply petrol services tank (Capacity 400 litres)
including flat indicator
▪      The tank needs to be connected to the incineration at higher level
to empower free-flow of diesel from the tank to the incineration.
The connecting pipe must be a black pipe of accepted diameter and judge. Include other accompanying accessories and
accessories ▪      Connect burners to fuel distribution.

▪      The agent/supplier shall have adequate facilities, spare parts,

6    Commissioning and Training
▪      The Agent will examine all set operating parameters

▪     The agent shall conduct two days operation & maintenance
training to the Biomedical engineering employees and incineration
operators following installation & commissioning of this equipment.
7    Commissioning Maintenance Contract
▪     Prior to the expiry of this warranty/ signing off, the supplier shall
supply a one-year replacement service parts (e.g. oil filters, air
filters), the Quarterly regular maintenance cost per quarter
for three (3) quarters.

accommodation for the recalling technicians.
